League should have stringent and transparent criteria for selection of its political appointments.
Any person chosen for the post of minister should be based on following rules.
1) The appointee should have PhD degree in a relevant area. Someone with a master degree should only be considered if he/she has experience in the related field and has provided some genuine contribution.
2) Preference should be given to the person who did PhD on scholarship in a developed country (such as UK, US, Australia). Of these, the preference can be in the following manner:
a) First preference to the person who did the PhD on a foreign scholarship, open to everyone;
b) Second preference to the person who did the PhD on a foreign scholarship, open to developing countries and or Pakistan such as USAID; and
c) Third preference to the person who did the PhD on a local scholarship, such as HEC, in a foreign university.
(Reason: Scholarship which is open to the entire world is the most difficult to get. Scholarship meant for developing countries is easier than the first one. Local scholarships are the easiest of all, albeit, still very difficult to obtain.)
3) If there is a choice between local PhD graduate on a scholarship and a foreign master’s graduate, preference should be given to the local PhD graduate.
4) If there is a choice between local PhD and foreign masters (both on self finance), preference should be given to the foreign graduate.

selection procedure for important civil posts like secretaries and heads of departments should also follow a similar approach |

just for fyi. some of the us universities are so terrible that they can't even be classified as universities. Also, for a few hundred dollars, they just mail you the PhD degrees.
So i guess my suggestion is to make sure that PhD graduates are from some recognized institutions, no matter from which country. |

I would add that it would be wise to use an international rating system/list to decide which universities are recognized. |
