ISLAMABAD:Tuesday, 09 Jun, 2009: The feasibility study of the Tarbela fourth extension hydro-project has been completed and it will add an additional electricity of 960 MW in the national system to strengthen the economy and enhance hydro generation project. The total power potential of the project was 2,100 MW originally which was enhanced to 3,478 MW and now will be further enhancement to 4438 MW with the completion of Tarbela fourth Extension Project.

According to the General Manager (Power Wing) WAPDA, the basic objective of the proposed project is to add more hydel power to the national system to strengthen the economy and enhance hydropower’s generation share.

Regarding the latest position of the project, he said that the Water and Power Development Authority (WAPDA) intended to hire the services of consultants for Detailed Engineering Design and Tender Documents of Tarbela 4th Extension Hydropower Project Units 15 & 16 (960 MW).

Giving details of the project, he said that the project has a capacity of 960 MW, generated by two turbines each with a Rated Capacity of 480 MW. He added that it would be initiated on priority basis and aimed at enhancing the level of hydel power generation.

The Project Tarbela 4th Extension will be built at Tarbela Dam which is situated on the Indus River at a distance of about 70 kilometers North West of Rawalpindi/Islamabad and about 50 kilometers upstream of Attock.

The Tarbela Dam Project is the capstone of the Indus Basin Plan, envisaged as a replacement for water previously fed by eastern rivers. The project is considered the backbone of the country's economy and facilitates the supply of irrigation water and provides water for use in power for industry, agriculture and domestic use.

Civil works on the Tarbela Dam was started in 1968 by the international contractors, M/S TJV under design and supervision of M/S TAMS, and was completed by 1974.

The main Tarbela dam project consists of a 9,000 feet (2,743 meters) long and 470 feet (143 meters) high (above the river bed) earth and rock-filled embankment across the entire width of the river, with two spillways cutting through the left bank and discharging water into a side valley.— APP

ISLAMABAD: Minister for Water and Power Raja Pervez Ashraf on Monday informed the National Assembly the government had made advance payments of Rs 10.5 billion to five rental power projects (RPP) as security of payment guarantee.

In a written reply to a question during Question Hour, the minister said the power projects would generate a total of 841 megawatts. He said the advance payment would be recoverable from rental bills on commissioning of the plants.

Skipped: He skipped supplementary questions seeking a new deadline for the end to load shedding despite members from both sides raising the issue several times.

To a question he said average per unit generation/transmission/distribution cost had remained Rs 8.21/KW in 2008-09 while the average end tariff for consumers was Rs 5.44/KW. The additional cost had been absorbed in subsidies the government had provided to consumers.

Replying to another question, the minister said during the 2009 monsoon season around 4 million acre feet of water escaped into the sea due to the country’s insufficient storage capacity. To a question, he said 34 consumers of Chak Shahzad locality of Islamabad were found to be using electricity in violation of the appropriate tariff plan during routine checks. He said action was taken against the said consumers and they were charged Rs 3,084,731. Responding to a question, the minister said despite desilting of dams not being a feasible economic option, Tarbela Dam had been chosen for a study to determine a proper methodology for desilting. He said the World Bank had committed $3 million to undertake sediment management study of the Tarbela reservoir.

The minister said two units with a capacity of 480MW each would soon be installed at tunnel 4 of Tarbela Dam, which would cost $700 million, adding the World Bank has shown interest in providing $5.54 million for the preparation of a detailed engineering design, tender document and a PC-1.

In reply to a question, the minister said around 200MW had been saved by the application of daylight savings in Pakistan. He criticised the business community for not cooperating with the government and failing to close their businesses by 8pm.

To a question regarding electricity generation through coal, he said the government was processing two 1,000-1,200MW imported coal based power projects at Gadani in Balochistan, adding the Sindh government had finalised a joint venture with Engro Energy for development of coal mines at Block-II in Thar, which was likely to culminate in a 1,000MW power project.

He said the World Bank had agreed to fund a Thar Coal and Power technical assistance plan worth $30 million for capacity building and transaction advice, which would materialise in another 1,000MW power project at Block-1 in Thar.

Issued: Information Minister Qamar Zaman Kaira told the House the Pakistan Electronic Media Regulatory Authority (PEMRA) has issued 67 legal notices to 18 private TV channels for violation of code of conduct during 2007-08 and 2008-09. To another question. the minister said PEMRA had so far issued 81 licences for satellite TV channels in the country.

ISLAMABAD: Finance Minister Shaukat Tarin said on Monday that electricity tariff would go up by 18 per cent in two phases next year — 12 per cent in January and six per cent in April — under an IMF programme, even though the government would provide a subsidy of Rs55 billion from the budget.

Addressing a news conference, the minister said the government had agreed to increase the tariff by six per cent in October, but the actual increase was 4.4 per cent because of government’s decision to exempt lifeline consumers. He said the tariff hike would be in addition to any financial impact arising out of an increase in oil prices which was a ‘pass through’ item in electricity rates.

Mr Tarin confirmed that there were differences among the provinces over horizontal distribution of resources under the National Finance Commission, but said the federal government would play the role of ‘honest broker’ to resolve the differences and evolve a consensus on the sharing of net proceeds of the federal divisible pool.

He said it had already been agreed that population would not be the sole criterion for distribution of resources and the next NFC meeting in Karachi later this week would focus on the vertical and horizontal distribution of resources.

In reply to a question about NWFP’s decision to boycott the next NFC meeting, Mr Tarin said he had discussed the matter with the NWFP chief minister and finance minister on Monday. He said the prime minister had recently announced that Rs10 billion would be released to the province as the first instalment of net hydel profit. An agreement on the timeline for the remaining Rs100 billion to be released in four instalments was being worked out while the issue of mark-up on net hydel profit after 2004-05 would be resolved by a committee, he added.

About talks held recently with the International Monetary Fund in Dubai, Mr Tarin said Pakistan had agreed to increase the revenue collection target to Rs1,396 billion from Rs1,380 billion set in the budget because of higher than expected security expenditure. This, he said, could be achieved by increasing excise or customs duty by 1.5 per cent, but a decision would be taken in January after analysing tax collection results.

Besides, some cuts in expenditure would have to be made through austerity measures expected to be approved on Wednesday, he said, adding that every effort would be made to minimise cuts on development expenditure.

Mr Tarin said that despite two per cent less than targeted tax collection so far, the government would increase it by 1.8 per cent of GDP and achieve the fiscal deficit target of 4.9 per cent of GDP for the current fiscal year.

He said that on the basis of Dubai talks the IMF mission would submit a report on Pakistan’s economic performance to its executive board in December and the country was expected to receive about $1.2 billion next month.

Answering a question, the finance minister said the government was planning to launch foreign currency bonds of $500 million between January and June and would decide how much of that amount should be raised through Sukuk or Eurobond.

Mr Tarin said there were people in and outside the government who wanted the Competition Commission of Pakistan to be ‘toothless’ because of its campaign against cartelisation and anti-consumer activities of some market forces. He said the law must not be allowed to lapse on Nov 28 at any cost, although it had been sent back to the parliamentary committee to evolve consensus.

Mr Tarin said the government would soon introduce the corporate rehabilitation act in parliament to put in place a system of restructuring sick industrial units in the private sector, evaluation of their assets and non-performing loans so that national assets were transferred to better management, instead of destroying them without any contribution to the economy.

For this purpose, he said, specialised benches would be set up in all high courts which would be assisted by technical committees to decide whether a sick company could be revived or liquidated and at what terms and conditions the new management should take over and make them profitable.

MULTAN (November 15 2009): An agreement has been signed between Multan Electric Power Company (Mepco), Jamal Din Sugar Mills and Rahim Yar Khan Mills for the purchase of 10 MW electricity. A ceremony, in this regard, was held in the Mepco HQ here on Saturday in which Chief Executive Chaudhry Guftar Ahmad, GM Electrical Jamal Din Sugar Mills, Israr Muhammad Khan and Finance Manager Rahim Yar Khan Mills, Fazal-ur-Rehman signed the agreement.

Speaking on this occasion, Chaudhry Guftar Ahmad said that Mepco is taking several measures to provide electricity with better voltage to consumers and one such step is to purchase extra electricity from the private sector. He informed that the Mepco has already purchased 27 MW electricity that has been included in the national grid.

Apprising about the details of the purchase agreements, Chaudhry Guftar said that out of 27 MW, 4 MW has been purchased from Indus Sugar Mills Rajanpur, 3 MW from Jamal Din Sugar Mills, 3 MW from Ashraf Sugar Mills Bahawalpur, 4 MW from Layyah Sugar Mills and 4 MW from Roomi Sugar Mills. He further revealed that Mepco is also trying to convince some other big industrial units to invest for the production of electricity.

The UAE is to go ahead with the construction of a US $5 billion oil refinery in Pakistan’s south western Balochistan province, DPA has reported.

The refinery, which will boast an output capacity of 250,000 barrels per day, was postponed in January but it now appears the project is back on.

“The major contentious issues have been resolved and the project will soon be kicked off," a senior official of Pakistan's Ministry of Petroleum and Natural Resources said.

The project is a joint venture between International Petroleum Investment Company (IPIC) and Pak-Arab Refinery Limited (PARCO).

PARCO reportedly has provided US$ 500 million of funding to get the project off the ground. “Out of this total amount, the PARCO board of directors approved immediate release of 13 million dollars to start subcontracting work related to the implementation of the KCR project," the official stated.

The proposed refinery will produce energy fuels out of Arabian and Iranian crude oil.

The European Investment Bank (EIB) and Asian Development Bank will contribute a total $660 million to a $2.2 billion programme to develop renewable energy projects in Pakistan, the EIB said on Tuesday.
The EIB will provide 100 million euros ($149.1 million) while the ADB will contribute $510 million to the multi-year programme set up by Pakistan's government, EIB said in a statement.

EIB vice-president Carlos da Silva Costa called the effort "a timely and visible contribution to the European Union policy aimed at consolidating democracy in Pakistan and supporting social and economic development in the country."

The framework agreement also represents the first joint partnership between the ADB and EIB, he added.

An EIB spokeswoman said it was not yet clear what types of renewable energy projects will be funded or if they will seek carbon offsets under a United Nations emissions trading scheme, but she said the projects will have a completion deadline of Dec. 2015. The projects will also get technical support from the ADB, the World Bank and development agencies USAID and Germany's GTZ.

Both the EIB and ADB have increased their renewable energy funding this year.

In the past two weeks, the EIB announced an 80 million euro loan to the 17-megawatt Gemasolar concentrated solar power plant in Spain and, along with commercial banks RBS (RBS.L: Quote, Profile, Research), Lloyds (LLOY.L: Quote, Profile, Research) and BNP Paribas Fortis (BNPP.PA: Quote, Profile, Research), kicked off a 1.4 billion pounds ($2.32 billion) loan programme for British onshore wind farms.

The Asian Development Bank (ADB) in June said it will raise its investment in clean energy to $2 billion a year from 2013 to significantly slow greenhouse gas emissions growth in Asia.

Pakistan State Oil (PSO) (PSO.KA), the country's largest fuel supplier, will import 3.5 millions tonnes of diesel from Kuwait next year, sources in PSO said on Tuesday.

"We have had a long-term contract with Kuwait Petroleum and usually import between 3.2 million tonnes to 3.3 millions tonnes," said a PSO official.

"But just to be on the safe side, we are importing 3.5 million tonnes for next year," the official said.

One industry source said that PSO was not expected to get a lower premium for its 2010 supplies from state-run Kuwait Petroleum Corporation (KPC), despite the heavy stockpiles that have plagued the global market for most of this year.

The supplies are for the January-June period, rather than for the whole year, the source said.

The source added that PSO bought nearly 3.0 million tonnes for its July-December 2009 supplies, when premiums were less than $3.00 a barrel, on a cost-and-freight (C&F) basis.

"Premiums will not be lower despite ample supplies and low demand," said an industry source.

Sources added that PSO had earlier asked for a spot parcel from a Western trader at premiums of less than $3.00 a barrel, C&F basis, which it had wanted to use as a yardstick for the term negotiations with KPC.

But it was unable to get that level for the spot cargo, industry sources said.

PSO was trading down 0.59 percent at 299.25 rupees by 3:18 p.m. in a broader market which was up 0.04 percent.
